Guilan province has attracted a lot of attention due to its unique weather, pristine and spectacular nature, and numerous attractions. Guilan has been the center of trade in the north of Iran for a long time due to its unique and God-given resources. Natural attractions, agricultural, maritime and industrial capacities of the province, in connection with the rich culture of its people, has turned Guilan into a land of opportunities for different ethnic groups. The development of business in this region required the formation of an institution to support businessmen. Chamber of Commerce was then established in some cities, namely Tehran. In Guilan, according to the order of “Agriculture, Trade and Public Benefits” of the time and the proposal of “Merchants of Rasht” and considering articles 1 and 2 of the regulations of chambers of commerce approved by the Council of Ministers, Rasht Chamber of Commerce was established, in 1926, with 16 members.
The operational domain of Guilan chamber is Guilan Province and its first meeting was held under the chairmanship of Mr. Haj Ali Gilani in his trading house. Based on the same regulations, in July 16, 1929, Rasht Chamber of Commerce was established and formalized at the same time as the Tabriz, Maragheh, Mashhad, Qazvin, and Sari chambers.
The first meeting of Guilan Chamber of Commerce was held in July 31, 1929, in the house of Mr. Ahmad Sigarodi, with the presence of the then governor of Guilan, Mr. Afshar. At that time, the issues of the chambers of commerce were published in a newspaper called “Asr-e Jadid”, one of the publications of Tehran Chamber. The following year, the liquidation of all the chambers took place. In a meeting held by a number of businessmen at Mr. Khamene's house, many negotiations took place regarding the latest business issues in Iran. Accordingly, the businessmen of Rasht decided to form a syndicate and promote the domestic business in response to the ever-increasing promotion of the foreign trade.
Afterwards, the Parliament of the time approved the law for establishing Chambers of Commerce, and in 1931, the election for Rasht Chamber of Commerce was held in the presence of the then ruler of Guilan, Mr. Afshar, in the office of Rasht Governorate. The ruler of Rasht invited the merchants of Guilan and Haj Ali Agha Gilani, Haj Zainul Abdin Akhavan, Mir Mohammad Ali Mousaviyan, Mirza Mohammad Ebrahim Nematzadeh and Mohammad Agha Khamene were among the invitees; Mr. Pirasteh from the Finance Department and Seyed Saleh from the judiciary were chosen to supervise the elections of Rasht chamber of commerce. Hence, the election of Rasht Chamber of Commerce was held and Guilan Chamber of Commerce was formed with new members. At that time, there were two chambers: “the Chamber of Commerce” and “the Chamber of Industries and Mines”. In 1970, these two chambers were merged together and named under the title of “Chamber of Commerce, Industries and Mines”.
In February 1975, an election was held to determine the Rasht branch of Iran Chamber of Commerce: Habib Jafaroodi (President), Hooshang Azarang (Vice-President), Mehdi Astaneyi (Vice-President), Mohammad Kokbi (Treasurer), Hassan Eskandarian (Secretary) and Samad Balazadeh (Representative of Rasht Branch in Iran Chamber). In the 9th meeting of the new session of the Rasht Chamber of Commerce, Industries and Mines, the effective cooperation of the members of the Chamber against too high pricing was emphasized, and according to the announcement of Rasht Chamber on August 2, 1974, the businessmen and industry managers of Guilan province had to comply with the regulations related to high-pricing strategies and the members of the private sector had to obey this rule.
Until the victory of the Islamic Revolution, the chamber elections were conducted once every two years, and then, once every four years; after the victory of the Islamic Revolution, and by the request of Central Chamber of Iran, three people were elected, on behalf of the Governorate of Guilan, as the head of Rasht Chamber and by the name of “the temporary board of directors”. They took over the official affairs of the chamber, and this procedure continued until 1983; the first election of the Rasht Chamber after the victory of the Islamic Revolution was held in 1983, during which six elected members and four appointed members were assigned as representatives.
Up to this point, 10 elections have been held in Guilan Chamber of Commerce, Industries, Mines and Agriculture with the participation of the activists of different economic sectors of the province; the last election was held on March 11, 2023. The votes counting results shows the following: Ghasem Rezaeian, the President; Hadi Tizhoush Taban, the First Vice-president; Farhad Shafaghati, the Second Vice-president; Alireza Sanatkar, the Treasurer; and Farangiz Rahmani, the Secretary.
